Superintendent of RIMS Hospital, distinguished invitees,
faculty members, teachers, staff and my dear students of
medical, dental and nursing and paramedical streams,
media personnel, ladies and gentlemen:
I, on behalf of the institute and on my own behalf,
would like to extend a hearty welcome once again to all
the dignitaries, invitee and everyone present here and
thank them for kindly spending their valuable time with
us and join in the 42nd Foundation Day
Celebrations of RIMS, Imphal. Your presence has
encouraged us and we are, indeed, greatly honoured to
have the Hon’ble MP Lok Sabha, the Hon’ble MLA, and
honoured guests amidst us on this auspicious day.
Ladies and gentlemen, RIMS was established 41 years ago
on the 14th Sept 1972 as the Regional Medical
College, Imphal. I am proud to have been associated with
this institute right from its inception. The institute
came into existence owing to the vision, determination
and tireless efforts of the then government and
intellectuals. It has been nurtured by a great lineage
of heads of this institute and learned dedicated
doctors, teachers and other staff over the last 41
years. The institute is now very well known all over the
country and even outside owing to the large number of
basic and specialist doctors produced by the institute
and serving as the backbone of medical facilities all
over the entire north-east and holding a large number of
key positions in different medical institutes hospitals,
research bodies in the country and abroad.
RIMS has grown by leaps and bounds over the last few
years. It now has nearly 1800 workforce with and
enhanced annual outlay which is fully funded by the
Ministry of Health & Family Welfare, Government of
India. RIMS is now conducting several other courses
apart from MBBS degree course. We have post graduate
degree courses in 23 disciplines, superspecialty M.Ch.
courses in the disciplines of Urology and Plastic &
Reconstructive Surgery, B.D.S. course with 50 admission
per year from the 2012 session in the newly established
Dental College, B.Sc. Nursing Course with 50 admissions
per year in College of Nursing established in 2009,
M.Phil course in Clinical Psychology with 7 admissions
per year, DHLS course in the dept of ENT, Certificate
course in MIS in the dept of Surgery and several other
short training courses.
In the College of Nursing which was started in 2009 but
took off in 2011 only, the 4th batch of
students of B.Sc. Nursing course have been admitted this
year and the results of the 3rd year
university examinations are out. The College of Nursing
has the full strength of teachers required for 50
admissions per year and adequate infrastructure and
equipment for up-gradation to the 4th year.
It is running smoothly under the constant supervision of
an Advisory Board. RIMS is planning to start Post-Basic
B.Sc. course and M.Sc. Nursing Course as soon as the
first batch obtains their B.Sc. degrees.
The Dental College became functional on the 28th
August 2012 with 50 admissions to the BDS course
following the permission granted by the Dental Education
Section of the Ministry of Health & Family Welfare based
on the inspection report of the Dental Council of India.
The 1st year Univ examination results are out
and the pass percentage is a very impressive 96%. The
second batch of students has been admitted to the BDS
course. Recruitment process for selection of suitable
teaching staff required for the 2nd and 3rd
years are well underway.
With the additions of several facilities like Neonatal
and Paediatric ICU, Medical ICU, Surgical ICU, joining
of numerous superspecialists leading to opening of
various special clinics and the ever increasing patient
attendance has necessitated additional nursing and
paramedical staff. RIMS is taking all possible steps to
ensure adequate manpower in these categories.
The Deluxe paying wards which was lying unused after
opening of the new paying ward block was utilised
temporarily as PG Ladies hostel to cope with sudden
enforced increase in number of PG students till last
year. This year the ward has been renovated, brand new
furniture provided and reopened on the 31st
August for accommodating paying patients once again. The
oldest (in fact nearly 50 years old) paying ward which
has also been totally renovated will also be reopened. 3
suites will be reserved as sick rooms for the staff and
students.
The Ministry had advised RIMS to adopt DACP in place of
the existing TSP scheme for promotion of medical
teachers. However pending formal approval of the new
scheme, I have obtained permission to continue with the
existing TSP scheme; and promotion of the eligible
teachers will be made with retrospective effect from the
1st of Feb 2013 very soon.
The introduction of a File-Tracking application and
Biometric attendance recording system which were taken
up in the administrative block has proved their worth.
In the 1st week of August Biometrics
Attendance Recording System have been installed in all
the sections of the hospital and offices too. They will
become operational once the finger print registration
process, which is underway, is complete. The CCTV
surveillance system which has been operational around
the Administrative block and north-eastern sections of
the hospital is being expanded to cover the entire
hospital area.
Many deficiencies of the hospital in different aspects
of patient care have been continually made up. New
installations include C-arm Image Intensifiers, ERCP,
Holmium YAG Laser, a new extra-corporeal shock wave
lithotripter, Cold Rooms in Anatomy, Mortuary and IHBT
dept., Apheresis machine, another high end Ultrasound
machine, numerous monitors of vital parameters in the
Casualty, various Wards and Labour rooms. The
Cytogenetic lab in Anatomy has become functional with
the addition of CO2 incubator. Many of the
outdated furniture in different sections of the
institute and hospital have been replaced with branded
standard furniture.
Some new special clinics have been opened in the
afternoon hours. They are Surgical Oncology Clinic,
Paediatric Surgery Clinic, Neurosurgery Clinic, Medical
Oncology Clinic, Liver Clinic / GE Clinic, Infertility
Clinic, High Risk Pregnancy Clinic, Gynaecologic
Oncology Clinic over and above the various other
pre-existing special clinics. These should prove to be
invaluable for specific categories of patients needing
deeper assessment, periodic review and specialised
management.
The hand-holding period of the advanced Hospital
Information Management System will be over soon. CDAC,
Noida will be handing over the system to RIMS.
A large number of faculty members of the institute have
been taking up various research projects and
infrastructure building projects funded by various
agencies like DBT, ICMR, WHO, etc. The total number of
running projects is 23 of which 6 are new. These
research projects have benefitted not only the patients
and researchers but also improved the lab infrastructure
of this institute.
RIMS can be proud of some very commendable achievements.
A total number of 143 research papers have been
published by the different faculty and departments of
RIMS Imphal during the year 2012-13 in international,
national and regional journals of repute. A total of 31
conferences, seminars, workshops and CME, etc. were
organised by the different departments of RIMS, Imphal
during the same period. The Medical Society of RIMS has
continued to upkeep its commendable performance by
organising the 3rd MESOCON this year as well
very successfully apart of getting the 36 years old
Institute journal – the JMS which is indexed in
ExcerptMedical (EMBASE) published through the very well-knownWalters
KluwerMed know Publications for the last 2 issues. Prof
N. Damayanti of Anatomy Dept and Prof. L. Jaichand of
Radiotherapy dept have been entrusted by the concerned
national bodies to organise the annual National level
conferences in their respective specialties next year -
2014.
As on 31st March 2013, we have 572
undergraduate medical students on roll. A cumulative
total of 2838 doctors have been produced so far. 433
postgraduate students are on roll and 1057 specialist
doctors have been produced. A total of 31 M.Phil in
Clinical Psychology have been produced. There are 167
B.Sc. Nursing students and 99 BDS students on roll.
A large contingent of MCI inspectors inspected the
infrastructure, manpower and conduct of examinations for
recognition of increased number of seats for nearly all
the departments during the practical and clinical exams
of various MD / MS courses in April. For the first
time, superspecialty M.Ch. exams in Urology and Plastic
& Reconstructive Surgery were held in August 2013 in
the presence of MCI Inspectors. All the candidates – 2
of Urology and 1 or Plastic passed the examinations
securing very good marks.
In appreciation of the achievements of the academic
performances of students and to encourage them in their
academic pursuit certificates, gold medals and cash
awards are instituted by the institute as well as by
some generous donors. There are 40 institutional awards,
18 cash awardsand 7 gold medals. This year 6 more prizes
will be awarded to the meritorious BDS students.
RIMS has allotted a plot of land to the ARIMSA (the
Association of RIMS Alumni) for construction of a RIMS
Alumni Guest House, the foundation stone of which was
laid on the 24th April. RIMS has also
allotted one hectare of land to AYUSH for establishing a
Homoeopathy Research Institute inside RIMS campus. The
construction work has already started.
The on-going RIMS Phase-II developments works of
construction of OPD and various hostels are rapidly
progressing; two semi-pucca hostels of 44 capacity each,
one with a modern kitchen and dining area, a brand new
Administrative-block annexe and a new modern 3-storey
block of Dental College have been constructed.
Administrative and financial approval for enhancing
infrastructure consequent upon increase of MBBS
admissions from 100 to 150 per year to accommodate 27%
OBC quota has been obtained. The works will be started
very soon. The benefits include a 50 bedded Casualty, a
Blood Bank block, 10 bedded Burns unit, 200 bedded
Maternity block and staff quarters apart from the
mandatory enhancements in the number of lecture
theatres, etc.
Ladies and gentlemen, RIMS is moving in the right
direction and it is moving fast. We the staff of this
institute however, need to remember that we all have a
responsibility, a great responsibility towards the
students and patients. Students of Medical, Dental and
Nursing streams have flocked here from all over the
country with great expectations of good education.
Patients have come from all over the state and the
neighbouring states expecting diagnosis and treatment of
a high standard. The patients expect to get cured of the
condition, or relieved of the symptoms or at least cared
for with a human touch. Let us all try to live up to
their expectations and let RIMS remain a medical centre
of excellence and achieve even higher standards.
I must, at the end, congratulate our prized possessions
– all the students who have excelled
and are being awarded on this foundation day and wish
all the students who have graduated and those who have
completed their Masters and Magisters good luck and all
the best in their future career.
Once again I thank all the dignitaries, honoured guests,
invitees, staff, students, media personnel, ladies and
gentlemen for your kind patient listening to the report
on the achievements of RIMS. Your presence has made this
function a grand success and we are honoured.
