Ladies and
gentlemen, RIMS was established 39 years ago on the 14th
Sept 1972 as the Regional Medical College, Imphal. The
memory of that day is etched vividly in my mind for
eternity. I am proud to be a product of this institute
form its first batch. The institute came into existence
owing to the vision, determination and tireless efforts
of the then government and intellectuals. It has been
nurtured by the great lineage of the heads of this
institute and learned doctors and teachers over the last
39 years.
The
institute was managed by a society till Aug 1976 when it
was handed over to the Ministry of Home. It was then
transferred to the NEC by a decision of the GoI. When
the Ministry of DoNER was formed and NEC was allotted to
it, RIMS came under the M/o DoNER in Sept 2001. RIMS
along with the RIMS hospital was again transferred from
the M/o DoNER to the Ministry of H&FW on the 1st
April 2007 based on an MOU made on the 24th
April 2007 amongst NEC, DoNER and MoH&FW.
RIMS has
grown by leaps and bounds over the last decade. It now
has over 1800 employees with an enhanced annual outlay
which is fully funded by the M/o H&FW, GoI. RIMS is
still an autonomous institute but has lost a part of its
regional character with the inclusion of 15% AIQ in the
100 annual admissions in the MBBS course, 50% AIQ in the
147 annual admissions in the postgraduate MD/MS courses
in 23 disciplines. Superspecialty courses in Urology
and Plastic & Reconstructive Surgery on all India open
basis has been running since 2010.
The long
pending 1st yr examination of the Nursing
College which was started in 2009 has been conducted
with the grant of affiliation by the Manipur University.
We are hopeful of fulfilling nearly all the deficiencies
in the teaching staff of the Nursing College in this
current month. Appointments of teaching staff have been
made in Dentistry Dept in anticipation of starting a
Dental College from the 2012 academic session. Purchase
of essential equipments is complete and arrangements for
expansion to accommodate a dental laboratory have been
made.
A large
number of nursing staff who were employed on contract
basis over the last 10 years due to the dire necessity
of providing adequate nursing service inspite of no
sanction posts have been appointed against recently
created sanctioned posts.
The
institute now has over 1800 employees of which about 280
are teaching doctors. We have made tangible changes in
the administration to improve the work ethics of the
employees, to increase productivity, to make supervision
easier and to streamline the workflow by introduction of
Biometrics Attendance recording system, an efficient
File Tracker programme, periodic interactions with
different grades of employees, so on and so forth. The
administration has involved a larger number of the
faculty and other staff in decision making bodies. Our
effort towards providing many of the benefits of central
service to our employees is beginning to bear fruits.
The
attached hospital has 1074 beds.
2,81,604 patients attended the OPD; 88,736 patients
were treated in the emergency; 36,000 were admitted in
the wards; 5,542 major and 3,382 minor operations were
conducted. Liver clinic and Surgical Oncology clinic
have been introduced.
New
facilities added include a state of art 64 slice CT
scanner, fully loaded anaesthetic work stations,
urodynamics system, ERCP equipments, Cytogenetics lab
equipments, a 3-in-1 surgical electrocautery & vessel
sealing system, 7 Blood Gas Analysers and multitudes of
essential basic diagnostic, monitoring and therapeutic
equipments. The advanced hospital information management
system will be fully functional with the embracing of
cloud-computing, installation of two broadband fibre-optic
lines of 4 Mbps and 100Mbps and repair, replacement and
upgradation of many of the nodes and workstations.
A sizeable number of
faculty members of the Institute have been taking up
various research projects on different aspects of health
care under ICMR, DBT, WHO etc. The total number of
projects in hand is 40.
A
total of 30 conferences, seminars, workshops, CME and
training programmes were organized at RIMS, Imphal in
the last 1 year. A total number of 101 research papers
have been published by the different Departments of
Regional Institute of Medical Sciences, Imphal during
the year. The Medical Society of RIMS which is an apex
academic body of RIMS has shown a commendable
performance by organizing the 1st Medical
Society Conference – the MESOCON on top of all the
regular programmes.
We
have 602 undergraduate MBBS students on roll. A
cumulative total of 2633 doctors have been produced so
far. 371 postgraduate students are on roll and 845
specialist doctors have been produced. A total of 22
M.Phil. in Clinical Psychology have been produced.
In
appreciation of the achievements of the academic
performances of students and to encourage them in their
academic pursuits, Certificates, Gold Medals and Cash
Awards are instituted by the Institute as well as by
some generous donors. There are 40 institutional awards,
7 gold medals and 18 cash awards.
A
landmark achievement that we can all be happy about is
the approval of the Ministry to start construction of
the hostels for postgraduates which we desperately need
following the sudden increase in postgraduate seats by
75 per annum to accommodate AIQ students. Along with
this we have obtained approval for construction of a new
OPD block, different hostels for the MBBS, Interns &
House Officers, Dental & Nursing students. The Ministry
has kindly listened to our request to first upgrade our
existing facilities before increasing in MBBS seats to
150 per annum to accommodate the mandatory 27%
reservation for OBC.
ladies and gentleman, RIMS is moving in the right
direction and it is moving fast. We the staff of this
institute, however, need to remember that we all have a
responsibility, a great responsibility towards the
students and the patients. Students have flocked here
from all over the country with great expectations of
good medical education. Patients have come from all over
the state and the neighbouring states expecting cure of
their ailments, to get the best of investigations and
treatment to get relief, cared for and be concerned
about. Let us all try to live up to their expectations
and let RIMS remain a medical centre of excellence.
I
must at the end congratulate our prized possessions -
all the students who have excelled and are being awarded
on this foundation day and wish all the students who
have graduated and those who have completed their
Masters good luck and all the best in their career.
Once
again I thank all the dignitaries, honoured guests,
invitees, media persons, staff, students, ladies and
gentlemen for your kind patient listening to the report
on the achievements of RIMS. Your presence has made this
function a grand success and we are honoured.
